Now you're ready to apply the epoxy glue.  You will need to be quick with the gluing steps to accomplish the assembly process before the epoxy start setting up.  If you aren't confident about doing this in 5 minutes you should buy epoxy that takes longer to setup and dry.

Slide the base off of the antenna, preparing to apply epoxy glue, as shown here.  As you slide the base off, the RCA jack wire will get shorter as it goes into the base.  This is when we carefully pinch the ground wire as the RCA is inserted into the 1/4" hole.  But before you insert the RCA as a press fit, put a little dab of glue on ONE SIDE of the RCA jack threads, opposite the side where the ground wire strands will be pinched.  When you have the dab of epoxy applied, push the connector into the base with the ground wire pinched by the edge of the hole, making a good ground connection.  Push it in as far as you can by hand.  In this picture it shows it would go in about 2/3 of the way.  To save time, leave it as is and we'll softly hammer it in later.

Quickly apply epoxy all around the lower 1" of the antenna shaft circumference.  Then use a small screw driver to spread epoxy INSIDE the metal base at the top, inside about the top .5".  Once you have enough epoxy inside the base, and around the antenna shaft, push the antenna into the base.  Push it in as far as you feel comfortable, keeping in mind you are compressing the excess wire inside the base.  It should go in about 1.25", maybe a little more.
Once you slide in the antenna you should have some excess epoxy glue to wipe off.  But before you do that, put the base into the vise and tap the RCA jack the rest of the way into the base.  At that point, quickly wipe off the excess glue and immediately test the antenna for shorts.
You should test the antenna as quick as possible.  There are three ways you can do this.

1.  Use the wiring on your buggy if it's conveniently nearby (preferred).

2.  Before gluing anything, prepare a 12V battery source with a wire and male RCA jack, ready to plug into the base of the antenna to test the light bulb.

3.  Use an ohm meter to test for continuity and shorts (this is most difficult and time consuming).

Any of these will work fine, but you need to have this ready, immediately after you glue the assembly together.  If for some reason you have a short or a bad connection in your work, pull everything apart before the epoxy sets up to start over.
